Had the idea some time ago already, but forgot it. I noticed that there are not so much things a player can do with his cash when he is pretty satisfied with his current stable and cannot add more athletes or staff. What about investing in infrastructure? For example in training equipment? Better training equipment could speed up the training progress of the athletes - while bad equipment may cause a penalty.
Why is there a restriction of staff? I have a decent gym (lvl3) and I am in a partnership: I may have 10 athletes to my service. But with 7 scouts it is hard to be able to get the information I need. Maybe a partnership membership should also raise the staff limitation (if it not already does). I understand that there is a limit for boxers indeed. But staff gains no revenue - maybe does therefore not need a limit.
At last: Maybe to add a gym award for the best rentability as well, or to make it easier: For the gym with the highest revenues gained. The problem here might just be that it does not lie in the manager's power if an event becomes a PPV or is televised - means it has much to do with luck.

If you want to get some ideas about extra management elements then I strongly suggest taking a good look at MMA Tycoon. If WeBL was the template for the fight engine of B2G then MMAT should be the barometer for management as it really does offer a wealth of options on that front. A manager can own a gym, supplement company or clothing store, own a private jet to move his or other peoples fighters around and of course run his own fight organisation (like running your own version of UFC). Now I really don't think that B2G needs anywhere near that many options as the planning element here as well as matchmaking are different and more time consuming but if you want some ideas then looking at what MMAT offers would be a good start. Re your idea directly Cicillo, I think it would be a useful addition and maybe best done via the partnership structure, maybe as part of the academy set up?

Why would someone do that? Alternatively I offered to just raise the limitations - does a partnership membership increase the number of possible staff as well?
There is furthermore the possibility to establish some rules where you might say something like: You are just allowed to have as much staff as rationally legitimate.
The scenario you mentioned would not just damage the competition but also the gym performing it.
